My best guess would be no.  Any company or business with no product or service is more than likely to fail quickly or end up in the "SCAM" category.  The only business that is close to a RevShare program that I have been involved in is LeadsLeap where you earn 5% as a free member or 10% as a Pro member of the daily revenue the site takes in.  This is not the basis of how LeadsLeap started however.

I would take a look at the ones that have been around or have collapsed and consider how risky these sites might be.

To me it depends on what the product is. For example, if I pay for traffic and receive the traffic I paid for, wouldn't this then qualifies as product paid for and delivered? The next questions then could be what is the quality of the product the customers receiving? Is this traffic product paid for just simply over priced junk traffic you could get elsewhere for free? These are some of the major concerns that plague that industry. Might and just might be if they were to modify, or change the product to some real value added product that no one can deny, then that market could have a fighting chance. Until then, this area of marketing will always be under heavy scrutiny.
