I need a web designer. Where is the best place to get one? Are these reliable?

A lot depends on what you want to accomplish with your site... Lead generation, ecommerce or just a fancy business/flyer type of site for your business.

Can you tell us a little more about the type of site you want?

I've used www.guru.com for many of the projects I didn't have time to put together. As far as specifics, there are people out there (independent operators) that will build you a single page or an entire website for a very reasonable price. Many are not located in the states, so a person from Pakistan, India or China for instance is willing to accept a lower price then a full fledged web site building company in the USA. My experience is that it is slower then normal as most of the communication takes place through email, however the much ower costs far (far) outweigh the slower communication. Here's a small example of what a man named Hamil Patel did for me 10 years ago, he took an experimental web site of 7 pages (it was not pretty at all) and he redid the pages using a template of his. The work took him mere 48 hours and it cost me $45 dollars and I paid "only" after I was 100% happy with his work. An example of what he did for me using 2 pages...

So to me it was a really good deal. I had to do some minor tweaking after he was finished to suit my needs, but basically he took the ball and ran with it. Remember on Guru.com you can also haggle some, so the web site update I wanted although listed at $125 to be completed in 1 day... he agreed to do for $45 in 2 days.

Note: Something else to remember is that there are many "build your own web site" companies out there, (Wix comes to mind) where you can build your own site if you have the patience and time..

I would not use wix or any other free site builder if you are looking to build a business online. The most valuable asset you own is your website and domain name. Don't go free or cheap with these.

And don't get them (your domain and hosting) at the same place.

That's how these "free site builders" make money.

They inflate the price of domains and upgrades for the important things most people need with a website.

Again that's why it important to know what you want your site to do before we can tell you what your best options are.

Wix comes to my mind because it is very simple to use.
I may start with it but I need a full fledged website with e-commerce attached.
I want to start slow and grow from there.
In pre-launch I need a capture page and little more. In Dicember (pre-launch) I need a better version to test everything and in January the final job.
Yes wix is easy but why put that time and effort into something you want to build a long term business with on a free platform?

You want to own the domain and have it registered somewhere other than your host.

If you are going to spend time and money sending traffic to your site you can lose sales when people leave because your site doesn't load fast.
I see your points and agree with you.
The question is, how to balance effectiveness with cost.
Not a big badget to start with.

If you are going to sites like guru com like one answer here suggests it all depends on the person who you hire. These type of sites do have rating systems you want to pay close attention to so you don't get ripped off.
That is the problem: To pay for nothing of what you want.
Besides, I need advise on what is desirable and undesirable.

Who are you talking about... Your customers/visitors?

To answer that we need to know what your product or service is.

Its difficult to answer very vague questions when we don't know
What you are trying to accomplish.

Do you have a domain and hosting service already ?

If not for these two the price are around:

Domain name for 1 year  around $15, Hosting for 1 year around $7/month, ($84 per year)

Web Design  (Wordpress based ) + Installation/Setup up to 5 pages is around $197

If it for an Ecommerce website we are talking about $450 more or less.

Please advise

I am not sure about those website you posted but I have seen several offers for this service offered on fiverr and seoclerk. You can visit these platform and choose one which has the highest ranking and see how it goes from there.
